George Warren Perkins Jr.

George Perkins, 1947 - 2026 Passed from complications of Parkinson's. As a civilian, George served on the Boards of Target Community and Educational Service. He additionally served on the boards of several community organizations, including Common Ground on the Hill, Carroll County Food Sunday, Carroll Arts Council and Carroll Hospital Med Services. He retired from Northrop Grumman in February, 2006 after ten years as the Vice President and General Manager of the Command, Control, Communications, Intelligence and NavalSystems Division which comprised 4,000 employees located at facilities in California, Maryland, Ohio, Virginia, Puerto Rico, Norway and the United Kingdom. Prior to that assignment he was the Vice-President of Space Systems and the Director of Air Traffic Management. He joined Northrop Grumman after a 21 year career in the US Navy where he served as the Director of Contracts at the Naval Supply Depot in Subic Bay, Philippines, with contracting responsibility throughout Southeast Asia and the Indian Ocean. Following that assignment, he was the Administrative Contracting Officer at the Office of the Supervisor of Shipbuilding located at Bath Iron Works in Bath, Maine. After that assignment, he served as the Director of Business Operations for the Aircraft Carrier Program Office located at the Naval Sea Systems Command in Crystal City, Virginia and the Director of Consolidated Support Services for the Naval Center for Space Technology located at the Naval Research Lab in Washington DC. Mr. Perkins received his Bachelor’s Degree from the United States Naval Academy and his Master’s Degree in Business Administration from the University of Michigan. He served on destroyer ships deployed to the Mediterranean and in the Pacific, with tours including Vietnam and Diego Garcia. He was awarded medals of Meritorious Service, Vietnam Service Medal, National Defense Meritorious Medal, Humanitarian Service medal, Navy Expeditionary Award, Navy Unit Commendation, Sea Service Medal, and Military Merit. He is most proud of his son, Nathaniel, married to Amy, and daughter, Rebecca, and his 5 grandchildren; Alec, Zoe, and Clara, Mia, Matteo. His wife, Ruth, will always remember the laughter, the balloon rides, the travel and the treasured memories of 54 years together. He has guided many individuals as they endeavored to begin a business and plan for a promising future. He was especially grateful for his opportunity to know and work with so many talented and gifted individuals such as Billy Lyve, Rick Rex, Walt Michael and Common Ground on the Hill, and with the Carroll Arts Center, and the library. He was instrumental in helping to begin a Veterans Initiative as part of Common Ground on the Hill, which allowed Veterans from all around the country to come together to find support and ways to cope using the arts as a safe and supportive release of the emotions and turmoil each veteran was experiencing. George’s family remembers his laughter and games and his playing Santa to deliver individual gifts to families in the neighborhood. His jokes and water pistol antics at the farm.
